The answer is that most of Chabad funds in the US come from Liberal and secular Jews who vigorously support the withdrawal from post 1967 territories. Krinsky & Co. can not possibly afford for these secular Jews to see what Chabad stands for in reality rather than the PR dream that they peddle to these people. These Jews can not be alienated as they make the movement run.

Finally if Chabad had a leader today - a Rebbe who spoke as the unified voice of his 40-50,000 followers worldwide with the authority of Torah and Chassiduth, he would have a chance to be heard. But alas Chabad has decided that they do not need a leader, rather collections of letters, films and memories can lead them in the Messianic age. Maybe so but these items will not stop the withdrawal. Only a living charismatic leader could do that.
